I meant to comment on it when I put up the photo. It's the fuel filler flap release handle. Although, I'm currently unemployed, and I just unwisely spent/invested a good chunk of house deposit money on a 27 year old car so I'm probably not a very good role model. There's actually a switch in the centre console to open the fuel filler flap. This thing is just a back up.
