Cheapest /easiest way to do a bike dyno that you can use to tune bikes on (aka putting a load on the motor) would probably be brake disks and calipers. If you just wanna measure power figures, you just need a big heavy drum to spin up but once you're up to speed, there is no load so can't tune like that.

We were looking into building one but it just seems like a lot of effort

Did some re-thinking and I've finally come up with the winning formula. 2 stroke is the key.

I've had the motor running for short periods of time, so now I need to feed some fuel to the carb and make it go properly. SOOO much compression! There's also enough space behind the engine for a decent layshaft / gearbox setup. I'll get it going with a lay shaft for starters and will work out a way to vary the gear ratios later. 

 

 

I'm tossing up whether I should change the handlebar setup too... Need to try a few different things.
