Yes, my stock speedo was working (just) until I got my 5 speed and then I never bothered hooking my stock speedo up to the new gearbox. Still got a WOF with no stock speedo, just the GPS. It was probably against the rules but it was only for a short period. My WOF guy never said anything about it so I guess he was sweet with it. I have now finished my Avenger Alpine dashboard and cluster, so next WOF I will be back to using the stock Avenger Alpine speedo with no GPS speedo. Don't think you need odometer is required. Well on a petrol anyway as they don't really do much. Diesel certainly a different story. I'd say GPS isn't legal for the exact reasons you state. And for a WOF requirement diesel and petrol vehicles don't need an Odometer... For RUC's a diesel vehicle obviously needs a working and accurate odometer but that's not covered by the VIRM. GPS odometer's were specifically made illegal by the last WOF VIRM update in April this year... A speedo just needs to appear accurate by a reasonable WOF road test or VTNZ rolling road...
