Maybe the dude set up the roller rockers wrong, and just over time tweaked shit. Will pull engine apart and see what else looks gay. Valves are bent etc too. More a pain in the pooper than anything. Thats almost unheard of on US V8's unless its piston to valve contact and thats very hard to do unless something has been set up wrong from the beginning...
