There has to be something to switch it from hot to cold?

You should have one of these in the line somewhere Controlled by a cable from the hot/cold control. Check the cable is attached and opening/ closing it. And water flows through it when it's open. It probably won't get hot until the thermostat opens

Welded in a vent Ground back Cut a hole in the floor just behind the crossmember and fuel tank and welded it in Right after I started welding it in, I remembered I hadn't made a flush lid for it yet, at the rate I'm going that's next year me's problem
