Disregard, found the legislation.

Only needs a washer system if it was manufactured after 1 January 1992. A car manufactured before 1 January 1992 doesn't require a washer system and the factory system can be removed.

Yes, these are the rules;

If it has a windscreen it must have windscreen wipers.

 

A vehicle 1992 onwards must have wipers and washers/sprayers, pre '92 just wipers.

A vehicle 1960 onwards must have powered windscreen wipers, pre '60 I guess they were manual?  I'm too young to know this.

Completely unrelated, but I've always wanted to run the washer lines through a copper pure around the exhaust to spray warm water at the window for Max cleaning ability... Wouldn't be very good when windows are freeing cold as they may shatter or something, but for normal Auckland weather, it would be legit I think

Pre 1960 had Vacuum wipers. That stop working when you meet a decent hill or overtaking.

That is a great idea!... The first bit that comes out would be super hot though lol
