Learning from other peoples mistakes is against the velodrome rules. 'Droming is all about seeing someone take a conrod to the sack and thinking "Nah, that won't happen to me..." and then building something even more dangerous.
Confirm you have your VR wires hooked up the right way around, or change the settings in megatune from rising to falling edge (or vice versa) and see if that makes a difference. By the sounds of it you may be triggering from the wrong edge.

you can weld cast, just have to heat it up well and good first (eg 200deg plus).

Yah, I meant from a certifiable point of view. Sure you can weld it, but I'm pretty sure you'll never get it legal.
Other panels have a slight layer of oxidation? Give them a cut n polish and see what happens.
I may be wrong here, but I think some paints change shade ever so slightly as they cure too. So maybe you need to wait a few weeks or something.
If you are getting a 30ohm resistance between block and battery, that is probably a large part of your problem. Find a chuck of fat gauge wire (4awg or so) and slap a new earth wire from block to battery. See what happens after that.
