I have a 1.6 diesel in my VW it's a idi diesel. It doesn't appear to be sucking fuel from the tank. Would this mean the vanes in the pump are stuck? Or just needs a good bleed? What's a good way to bleed the fuel system and or free up the vanes in the pump

Just bought a xy falcon. It came with no plates or tags but has the old wof sticker and that plate number matcha the chassis number. Problem is the plates have been put on some other xy so are legal on someone else's car. Because that car has had a plate tag swap done. If we have bill off purchase the car with correct chassis number of we put those plates into our name are we the legal owner?
