If you don't have a washer bottle, you don't need working washers. The moment you have the bottle, they need to work. If you have a washer bottle and it's empty, then it's a WoF fail, no bottle, no fail.

Though if you do have to cut, start with just removing the internal skeleton, checking clearance and if that doesn't work I'm sure there's an E3 version of a bonnet that has a hump in the centre, if that one still doesn't clear then cut along the edges of said raise and add the smallest increment possible to attain clearance so to the untrained eye it still looks completely stock.
