Pretty sure you can drive through at any time. The uphill exit by Anderson Park ends up on Bolton St and that's all good. I drove in from the Tinakori end and out the Bolton St end at about 8.30pm the other night and all was good. (potentially useless post as I'll either be on foot or motorbike and immune to the potential Geoff mentioned confines)
