Just got a new car yesterday. Has a certed exhaust. At the moment it has twin tips after the muffler, however they angle up and have blacked out my bumper. If i chop the tips off and weld straight tips on, will i have to get it re-certed?

Hi guys, been offered this as a swap for my Chaser Problem is, it is in Tauranga and I'm in Auckland. Would somebody be able to check it out for me before i make a mish down there to check it out myself. Mainly looking for rust as I have seen a few of the same vintage rusted to fuck.
