If a modification can adequately be proven to have been modified prior to the date of a standard being introduced then the earlier standard can be used. Not every everything has grandfathering rights though.

SGS seem to be pretty good. But it always pays to get the F008 form filled out by the certifier prior to sending parts for NDT so the test lab knows what they are looking at and what they are testing for.

I assume recheck with someone else would mean re inspection and the $700 odd fee paying again?
I don't wish to name as I see no merit in it, I am completely happy with the process other than this hurdle and I would just like my car certified.

Making your own marks after the belt has stretched can be a rookie mistake. Its probably advanced the inlet cam.

Have you reset the timing? It sounds too far advanced.

It will need to be registered as the 521, as it is what it looks like. So get the 521 rego alive and then go through the cert process as per normal.
FYI - my memory tells me that @Chris.QCR did a very similar conversion back a decade ago- 1

Made some more progress today, gave it an eyed up wheel alignment, fitted up the new booster and master cylinder, repinned all the door hinges, refitted the cert plate and cut off the old exhaust ends. Also pulled out the pedal box to give that a small birthday while it was easy to get to it.
Back on its own 4 wheels for the first time in 9 months.- 35
