Yup, I think Tony's have a blanket rule about proximity to sidewall. Personally I think it's a sales technique, based on the "free" puncture repair trap. I once was refused a free repair at Tony's, then went elsewhere and paid $20 for a quality repair. Should have gone there to start with.
