Welding spacers on is OK in my experience. It only becomes an issue if there are welds in the main load path between the caliper and upright.

Been a couple of Pullmax P13 on TM just lately, I didn't see the buy now on the first, but the auction starting price was 4K.
This one just came up, also 4k start, looks a bit neglected but has a bit of tooling

Can you add a vent to the filler pipe and pipe that into a loop?
I would think that you could expect to get fuel coming up the vent from the pump if you use a T-piece, since depending on how well the cap vents the fuel tank might be slightly pressurised. -
