from wot ive been reading lately for cert laws you can fit an escort with a 1100 1300 1600 cc engine. as long as you use factory bolt in parts as the escort came with the same factory option with no differences to brakes or suspension. but if you modify engine mounts gearbox mounts cert will be required.
I would use the kent over the pinto any way they go good with the right work and are half the weight of a pinto.

If you change a 1100 or 1300 to a 1600 you need a cert theres a rule on changing the cc rating, this includes stroker kits, over bores etc can't remember where the amount of change comes in but its probably about the 10%ish mark?
also if you were to 'work' a engine you need to get a cert if it produces an additional 10% or more of its original power.
Note, I've personaly never meet anyone who has certd an original engine for that but its probably been done.
That being said that just the rules, most people won't notice/care if you put a 1600 kent in instead of a 1300

Both would require a cert, difference is with a Kent you have a greater chance of getting away with it.
If you dont change the size of the kent engine you wont need a cert...
and even if you do change it, like you say its pretty easy to get away with
