When the car is up and running again, remove the bolts and valve stems. Put the car in gear and have it running in 2nd gear. Then you can polish easily and efficiently to your hearts content.. Brock and I did these years ago. Yours will be easier as there's a little step in the lip to the centres.

+1 to that method. 

Did these the same way and they were in pretty poor condition, started with sand paper. Didn't go mirror finish, cause yuck, but you could if you wanted that. They are actually covered in sanding dust from my other car so are a bit shinier than this pic shows, but the method works great.
